During the 1980s, property and business owners banded together. It is to revitalize the area’s ailing infrastructure. In 1988, the Upper Kirby District was officially formed. Followed by a Management District (1997) and a Tax Increment Reinvestment Zone (1999).

During those periods, the neighborhood developed alongside its infrastructure.
