Upper Kirby TX History
Upper Kirby is around deteriorating commercial and residential properties. It is similar to neighboring EaDo, Montrose, and Midtown. Upper Kirby, however, managed to revitalize itself like those three neighborhoods.
During the 1980s, property and business owners banded together. It is to revitalize the area’s ailing infrastructure. In 1988, the Upper Kirby District was officially formed. Followed by a Management District (1997) and a Tax Increment Reinvestment Zone (1999).
